BCCI to contest the decision to bring it under RTI

CoA chief says BCCI being totally transparent in everything and there’s nothing one would want to know about it that’s not there on its website

The BCCI will legally contest the decision of the Central Information Commission (CIC), an appellate regulatory body of the Indian government, to bring it under the Right to Information (RTI) Act. The BCCI, which had already filed a plea in the Madras High Court in 2013 to contest against being brought under the RTI, will now seek a stay on the CIC order announced earlier this week.The RTI is a path-breaking federal law established in 2005, which makes the working of high-profile organisations open to public scrutiny. The BCCI has strongly resisted the demands to be brought under the ambit of the RTI on two grounds. Firstly, it has stressed that it is a society registered in Tamil Nadu and does not receive any government funds. And that leads to its second point, which is that the BCCI should be treated as a private entity and not as a public authority.Vinod Rai, the chairman of the Committee of Administrators (CoA) that has been asked to oversee the BCCI till fresh elections are conducted, said that the board had informed the CIC that matter was sub-judice. The board had sought some time before the decision was enforced but M Sridhar Acharyulu, the CIC commissioner, declined that request and imposed the order. It asked the BCCI to put in place the infrastructure and start receiving RTI pleas from the public within 15 days from its order.But the BCCI has indicated that it will contest the order. “The BCCI will seek a stay on the order of the CIC,” Rai told ESPNcricinfo.According to Rai, everything except details pertaining to a few key issues would be put on the BCCI website. “We have been practising transparency and we have been totally transparent in absolutely everything we are doing,” Rai said. “Except details of team meetings, minutes of team selections, information regarding injury to players, anti-doping process and details concerning anti-corruption investigations, we are trying to put all other details on the BCCI website.”The CIC pointed out the BCCI should be “listed” as a National Sports Federation (NSF) despite being a non-government organisation. To support its case, the CIC spelt out sections of the Law Commission of India, that recently had concluded that the BCCI was “virtually” an NSF and the Indian government should recognise the same. The Law Commission had pointed out that despite it playing a “monopolistic” in the regulation of cricket, the BCCI had been “flying under the radar” of public scrutiny.The CIC echoed the same sentiment. “In the absence of effective self-regulation and non-applicability of public law to scrutinise and review the functioning of the sports body, the necessity of public scrutiny arose and the only way for that is through the RTI Act.”The CIC locked horns with the BCCI for the first time in 2013 when Madhu Agarwal, an RTI activist, sought from the Indian board information on some of its policies. The BCCI declined to entertain Agarwal’s request, so she approached the CIC. The BCCI then approached the Madras High Court, after the CIC asked it to attend a hearing. On July 24, 2013, the court issued a stay order and since then the case has not been heard.However, last December another RTI activist Geeta Rani wanted the BCCI to answer specific questions related to how it was given the powers of a public body. Rani approached the CIC this April and on July 10, the appellate body ruled: “The commission thinks in public interest, in the interest of fair cricket and for fair process of selection of Indian cricket team members, the BCCI should be made transparent, accountable and answerable under the Right to Information Act, 2005.”The CIC sought an explanation from the BCCI as to why it should not be called a public authority despite the recommendation of the Law Commission as well as various pronouncements by the Supreme Court and various High Courts as well as the Lodha Committee.Acharyulu claims the BCCI did not respond to the CIC till October 1, the day the commission issued its latest order. In its defence, the BCCI presented a copy of the stay order given by the Madras High Court in 2013.However this March, concerned by the cases remaining pending for “unduly” period, the Supreme Court passed a judgement stating that any stay would lapse after a period of six months from that day – March 28, 2018 – unless a “speaking order” extending a stay was granted in the intervening period. Also, the extension should only be granted under “exceptional circumstances wherein the continuation of the stay order is warranted more than expeditious final disposal of the trial”.Rai said his role is for a limited period, but he does not want to “saddle” the BCCI with a decision he did not contest. He himself believed that the BCCI could not come under the RTI purview. “In principle, I want the BCCI to be a totally transparent body, but I do not want to be under the guillotine of having to reply [to RTI requests] in a set amount of time. Because then all kinds of requests will start coming. I am sure there is nothing that you would want to know [that is] not there on the BCCI website. And we are engaging in making it more vibrant.”

وأوضح: “ما فعله حسين الشحات ضد محمد الشيبي في المباراة الأولى خطأ جدًا، ولكن أنت قبلت الاعتذار في نفس اللحظة واليوم، وأخذت الطريق القانوني سواء كان صحيحا أو خطأ وكنت مُصرا على ذلك”.

وأتم: “توجد عقوبة على 75 مشجعا من النادي الأهلي بسبب السباب الجماعي، أين عقوبة مروان حمدي؟ (هذا شخص قليل الأدب)، ماذا تنتظر تحقيقه؟ عقوبة حسين الشحات خرجت في نفس اليوم كان فيديو بعد المباراة، شخص سب جماهير الأهلي لا أقول لك قم بإعدامه ولكن عاقبه”.

Eric Dier's stats vs Chelsea

It is unfortunate that the absentees are all some of the most crucial cogs for Postecoglou, but such is the way of football and Tottenham will now need to improvise and overcome.

Davies was hooked at half-time during his only Premier League start of the season a few weeks ago against Crystal Palace, but the Welshman will now be required to partner Eric Dier in central defence, who has played a similarly peripheral role.

However, Dier was impressive off the bench against the Blues and won 100% of his duels, made three clearances and one interception, as per Sofascore.

The 29-year-old also came oh-so-close to restoring unlikely parity in the closing stages after his second-half goal was ruled out by VAR, but he proved that he has what it takes to impress in this ambitious Spurs side at present.

It was a stoical display that lived up to previous praise from pundit Jermaine Jenas, who once called him “sensational”, but there is no disputing the fact that Dier is second-choice – with Monday's defeat just his first appearance of the campaign.

Nonetheless, the 6 foot 2 defender has been presented with a big opportunity to steer the Spurs ship back on course at Molineux.

Why Eric Dier should start vs Wolves

The obvious reason that Dier deserves a starting spot against Wolves is simply that Postecoglou's side is rather threadbare following the chaotic contest against Chelsea.

But the England international can certainly play a convincing role over the weeks to come, having previously been described as "reliable" by former Spurs manager Antonio Conte.

As per FBref, he ranks among the top 18% of central defenders across Europe's top five leagues over the past year for blocks and the top 11% for aerial wins per 90, highlighting the strengths that Postecoglou will strive to utilise.

The £85k-per-week ace has also won four of his six matches against the Old Gold, and his experience and leadership at the back could be integral today.

Postecoglou's preference to keep Dier on the sidelines has been clear; after all, the experienced asset is only going to start in exceptional circumstances, and were Van de Ven and Romero to be available it is possible that he would have reached the winter transfer window with a shadow of a role in the squad.

But now, Dier has the perfect opportunity to impress, and he must grasp it with both hands if he is to preserve Tottenham's renaissance and potentially even salvage his career in north London.

A centre-back partnership of the former Sporting CP man and Davies may not inspire too much confidence, but as it is, needs must for Postecoglou and his high-flying outfit.

The Celtic academy teen who could be Rodgers’ next Matt O’Riley

Celtic opted to bring Brendan Rodgers back to Glasgow over the summer after Ange Postecoglou decided to move south of the border at the end of last season.

The Northern Irish tactician returned for his second stint with the Hoops and was backed throughout the summer transfer window with a raft of new signings to bolster his squad.

Marco Tilio, Hyeok-kyu Kwon, Odin Thiago Holm, Hyun-jun Yang, Gustaf Lagerbielke, Maik Nawrocki, Nat Phillips, Luis Palma, and Paulo Bernardo were all snapped up.

However, bringing in players from other clubs is not the only way that Rodgers can look to supplement his roster as he could also look to the academy set-up to see who the next emerging star could be.

One player whose performances this season suggest that he has big potential to make the first-team is maestro MacKenzie Carse, who could be the club's next Matt O'Riley as a goalscoring midfielder.

MacKenzie Carse's season in numbers

The 19-year-old dynamo, who has captained the B Team this term, has been in terrific goalscoring form and has showcased his ability to find the back of the net on a regular basis from a central midfield position.

Carse has racked up five goals in 12 Lowland League outings and contributed with one strike in four UEFA Youth League appearances this season.

The Scotland U19 international, who can play as a number eight or in a defensive role, has improved his output at the top end of the pitch after a return of three goals in 38 appearances in all competitions for the academy last term.

YouTuber and podcaster Quinny, who is also a UEFA licensed coach, recently described Carse as a "leader" and claimed that he was a "level above" anyone else on the pitch in a Youth League clash with Lazio in October.

It now remains to be seen whether or not his qualities can be translated to first-team level but his impressive form could catch Rodgers' attention, with the teenage ace possibly being an heir to O'Riley's position.

O'Riley's season in numbers

The Denmark U21 international has enjoyed a strong start to the 2023/24 campaign with a return of six goals in 17 matches in all competitions.

He has scored all six of his goals in the Scottish Premiership – in 12 appearances – and his form in front of goal has been a pleasant surprise after his contributions last season.

O'Riley produced four goals in 52 outings in all competitions for the Hoops throughout the 2022/23 campaign, to go along with his 14 assists, as he failed to find the back of the net on a regular basis for Postecoglou.

Like Carse, the former MK Dons star has upped his goalscoring output this season for Rodgers and is currently proving himself to be a huge threat from a midfield position.

Leeds United were reportedly interested in signing O'Riley over the summer and the speculation over his future at Parkhead could present the current B Team star with an opportunity to show the manager that he can step up to fill that potential void, with his current displays suggesting that he could.

"The Partey situation, in terms of having to replace him, has been in the background at Arsenal for a year now," said reporter Dean Jones to GiveMeSport recently.

"So the club definitely have targets identified at varying levels of cost that they can turn to. Andre is an interesting one here because there definitely has been attention dedicated to his situation and if he is going to make a move, it makes sense that it will be in January because of the way the calendar works in Brazilian football.

"There is the obvious link of Edu that connects Arsenal and the Brazilian, so that could prove helpful and he certainly seems more attainable than the likes of Martin Zubimendi and Douglas Luiz in the January window."

Amid Arsenal's hunt for a new midfield man, reports also suggest a new striker joining is very possible in 2024.

Brentford star Ivan Toney is repeatedly linked with a move to north London as one example, coming as Arteta has just Jesus and Eddie Nketiah to turn to as natural options right now.

Todd Cantwell binned in Rangers’ predicted lineup vs Sparta

Glasgow Rangers return to Europa League action on Thursday night as they take on Sparta Prague in the fourth match of the group stage phase.

The Light Blues are unbeaten in Philippe Clement's first five competitive games in charge of the club but the Belgian boss is now looking for his first European win at the helm.

His side are coming into this clash off the back of a 3-1 win over Hearts in the semi-final of the League Cup, a game in which two goals from James Tavernier either side of a Scott Wright strike secured the win.

However, that victory does not guarantee that the same XI will be selected for Thursday's outing and here is a predicted line-up for the match, that includes three alterations to the team.

1 GK – Jack Butland

The Gers number one should keep his place between the sticks as the summer signing on a free transfer from Crystal Palace has been in sublime form.

He has kept two clean sheets in three Europa League outings, along with seven shutouts in 11 Premiership games, and should remain in goal on Thursday.

2 RB – James Tavernier (C)

Dujon Sterling returned from injury to feature off the bench against Hearts but the Gers captain should retain his position at right-back for this clash.

The English dynamo scored two of his side's three goals, including a stunning free-kick into the top corner, last time out and carries a significant goal threat.

3 CB – Connor Goldson

The former Brighton & Hove Albion defender has been in impressive form during the Europa League campaign so far this season and should be selected at the heart of the backline.

Goldson has started all three of the club's group games and played a huge role in the two clean sheets that they have been able to secure, with a dominant duel success rate of 69% and three tackles and interceptions per game.

4 CB – Ben Davies

The first of the three changes that could be made to the XI is left-footed defender Ben Davies coming into the line-up to replace veteran ace Leon Balogun.

Like Goldson, the 28-year-old battler has started all three of the team's group stage games and has done enough to suggest that he is deserving of his place in the team.

These statistics from last time out against Sparta suggest that the defender produced an excellent display in the 0-0 draw to keep a clean sheet for Rangers, with his dominant defensive instincts providing a platform for the rest of the team to build from.

5 LB – Borna Barisic

Another player who could remain in the starting line-up from the win over Hearts is left-back Borna Barisic, who has the potential to provide creativity at the top end of the pitch.

A defender by position, the Croatia international is not confined to his own half and has created two chances per game across two Europa League matches this term, which is 0.5 more per match than any of his teammates have managed.

6 DM – John Lundstram

Rangers midfielder John Lundstram.

The English whiz could line up at the base of the midfield, as he did against Hearts, and look to continue his fine form in Europe so far this season.

Lundstram has created two 'big chances' and made 2.7 tackles and interceptions per game across his three Europa League outings, which suggests that he has made an impact at both ends of the pitch.

7 DM – Jose Cifuentes

The second of the three changes that could be made is Jose Cifuentes being selected from the start to partner Lundstram over Scotland international Ryan Jack.

He is yet to start a match under Clement and this game could be an opportunity to name him in the line-up, particularly with Rangers being at home and needing to be on the front foot.

Cifuentes completed two dribbles and created one chance in his only Europa League start against Betis and arrived at Ibrox after a return of seven goals and six assists in 28 matches during the 2022 MLS campaign for LAFC, whose coach Marc Dos Santos lauded him as “very dynamic.

Whereas, Jack has only played nine minutes of Europa League football this term and has averaged 0.6 key passes and 0.3 dribbles per match in the Premiership, which suggests that he does not offer as much attacking quality as the Ecuador international.

8 RW – Ross McCausland

The third and final alteration that the Belgian head coach could make is to be bold and bring in Ross McCausland for a start on the right of the attack.

Scott Wright was brought on half time to replace Todd Cantwell against Hearts, a decision that the manager confirmed was a tactical one, and popped up with a superb goal to secure the win with a crisp, driven, finish into the bottom corner from the right side of the box.

However, he is now a serious doubt for the match with a muscle injury and McCausland could fill in for him as a direct wide option, instead of Cantwell, who prefers to drift into central positions to make things happen.

The former Norwich City man has gone four games without a goal or an assist to his name in all competitions and could now be ditched from the XI in order to bring in the academy graduate to offer natural width on the right, which is what Wright did with his cameo against Hearts.

9 AM – Sam Lammers

In the number ten position, the summer signing from Atalanta could retain his place after one goal and one assist in his last two outings, albeit both of those came in the 5-0 win over Dundee.

The 26-year-old forward has yet to provide a goal or an assist in this competition for the Light Blues, though, and should be hoping to change that on Thursday.

10 LW – Abdallah Sima

    A statement from the club read: "All at Wrexham AFC, including players and staff, are beyond grateful for your fantastic support over the course of the season, both home and away, that has spurred Phil Parkinson and his side on in our first campaign in the EFL since 2008.

    "Should results go our way this weekend, there is a possibility that the Club could gain promotion against Forest Green Rovers at the STōK Cae Ras. The Club wishes to remind supporters that it is crucial the pitch is kept to its usual high standards, given we still have a home game on the final day of the season. With that in mind, we wish to remind supporters about the implications of any potential pitch invasions, at any point, during the remainder of the 2023/24 campaign.

    "At the end of last season, some clubs witnessed unsavoury and unwelcome scenes with a small minority of people entering the field of play whilst other fans took to the pitch in a celebratory mood. It is a criminal offence to enter the pitch and the real-life consequences for these actions have been felt by many with some fans receiving criminal records which can impact employment, education prospects and international travel.

    "Pitch incursions are dangerous and anyone who does encroach onto the playing surface will risk strong sanctions that could include a ban from attending matches here at the STōK Cae Ras and across the country, as well as facing possible police action. It is not only yourself that can be disciplined, as the club itself could face sanctions as a result. We ask supporters to respect that the pitch is for players and the stands are for spectators, and to avoid any unnecessary disruption at such a crucial point of the season in our battle for promotion."
