Premier League consider law change to stop goalkeeper 'timeouts'

It has been revealed that the Premier League's lawmakers are considering a rule change to combat the growing trend of goalkeepers going down to receive treatment and create a 'timeout' of sorts for their side. The tactic has been growing in popularity ever since similar rules were put in place to prevent outfield players doing the same thing. Discussed solutions include forcing a nominated outfield player to leave the field in place of the goalkeeper.

Change in rules discussed amidst goalkeeper time-wasting tactics

With the laws of the game in their current state, a goalkeeper cannot be forced to leave the field if they go down to receive treatment, meaning that there is a loophole which has often been utilised by sides in order to get instructions onto the field.

From the start of the 2023-24 season, outfield players were forced to go off the field for 30 seconds after going down for treatment, to prevent similar tactics. This has now spread to goalkeepers, who have been utilised due to the fact that they are not allowed to exit the field, and the match cannot continue while they are down.

This tactic hit headlines once again after Daniel Farke criticised Manchester City and their goalkeeper Gianluigi Donnarumma for going down to receive treatment on Saturday, while Farke’s Leeds side were coming into the ascendancy at 2-1 down.

Meetings of the International Football Association Board's Football and Technical Advisory Panels have discussed this issue since October, report BBC Sport, with two potential rule changes being aired to combat the issue. One would involve an outfield player being forced to exit the field for 30 seconds if a goalkeeper goes down for treatment, while another option would ban players from approaching the touchline during such a stoppage, so that it cannot be used tactically as an opportunity to get managerial instructions onto the field.

IFAB’s annual business meeting takes place on 20 January, and the matter will be discussed again, with the option of an outfield player having to come off ‘getting increasing support’.

Pundit and former Premier League star Danny Murphy suggested on BBC Match of the Day that lawmakers should act quickly to change the rule.

"I think they can change it really quickly," Murphy said.

"If a keeper goes down injured, instead of him having to go off, one of the outfield players should go off then it's fair all round. It's a little change that makes a world of difference."

Farke said after Donnarumma’s treatment stoppage led to City players gathering to receive instructions from Pep Guardiola: "Everyone knows why he went down," he began. "It is not the elephant in the room. Why he went down it was obvious. It is within the rules. It is smart. If I like it? If it's within the sense of fair play? If it should be like this I will keep to myself. It is up to the authorities to find a solution. I ask the fourth official at this point if you want to do something. Our hands are tied.

"If we don't educate our players in football what to do in terms of fair play and sportsmanship and whatever and if we just try to bend the rules and even do a fake injury in order to do an additional team talk, it is not what I like personally. But if it is within the rules I can't complain. It is for the authorities to find a solution. Is it in the sense of the game or fair play? I would have my doubts."

    Yamal takes great pride, though, from becoming a source of inspiration. He added: “People have told me that they’ve started watching football again because of me. My mother watches all the matches now.

    “People had stopped wearing football jerseys to school, now that trend is back. Even tourists, here in Barcelona, get the Barca jersey with the 10 at the back. It has made me realise things.”

    Yamal remains adamant that he will not allow himself to become caught up in his own hype, with it important that he remembers where he has come from and where he wants to get to. If he is able to remain humble and focused, then there is every reason to believe that his stock will continue to soar.

Clayton Kershaw pitched five-innings of one-run ball on Sunday against the St. Louis Cardinals to collect his first victory of the 2025 campaign and perhaps the Los Angeles Dodgers hurler was fired up a bit by a choice made by the home team before he ever stepped on the rubber.

Fans settling into their seats for the afternoon affair were treated to a highlight of former Cardinals slugger Matt Adams taking the future Hall of Fame lefty deep for a three-run home run back in the 2014 postseason. Kershaw apparently didn't much care for that.

"I think it's a little Bush League, but I don't expect anything less from these guys so it's no worries," he told reporters postgame.

Surrendering the home run to Adams 11 years ago led to yet another surprising and early elimination for the Dodgers and added to the narrative that Kershaw could not perform up to his incredibly high standard in October. It's obviously a lowlight for him and not something they'll be re-showing when he is welcomed into Cooperstown.

At the same time, he's had just a bit of success since then and exorcized most of, if not all, those demons. And the Adams home run is certainly something that happened. Showing a clip of it while most interested parties are too busy with their heads down in a nacho bite or filling out their scorecards doesn't seem like an egregious act.

But inspiration can be found in interesting places and Kershaw channeled it into a stellar performance.

Suffice it to say, Orlando Hernández faced some heavy challenges in his life before coming to America to become a reliable MLB player and four-time World Series winner. Hernández defected Cuba in 1997 after becoming one of the most dominant pitchers in the country.

The details of his defection are hard to hear. He boarded a boat on Christmas Day in 1997. As the story has been told, he and others went from Cuba to Anguilla Cay on a 30-foot fishing boat after attending a wedding earlier in the day. A small transfer boat was supposed to take them the rest of the way, but it never showed, and he and the others had to survive on minimal food and with makeshift shelter for days before a helicopter spotted them. A boat finally showed, but took them to the Bahamas and were detained, not America where they intended to go. To make a long story short, Hernández was able to gain some press thanks in part to his brother's status as a pitcher in America and eventually got to America as a free man. Thursday night, the Yankees broadcast on YES looked back on one of his most famous plays on its anniversary: When Hernández threw his entire glove to first base for an out because a ball got stuck in it.

YES play-by-play voice Michael Kay reminisced a bit on the pitcher, specifically telling a story about when he was on a baseball cruise with him. The seas were rough, and someone asked Hernández whether he was scared.

"[Hernández] goes, 'Do you know my story?'" Kay said of the response to the question.

Yeah, a choppy cruise is probably a cake walk compared to what Hernández had to go through to to get to America and start his successful MLB career. Quite the silly question in retrospect, but who can blame a nervous cruise passenger for trying to spark some conversation to distract from the rough waters?

And what an awesome answer from Hernández.

Delap upgrade: Chelsea already have one of the “best strikers in Europe”

Chelsea have become known for splashing the cash in the transfer market over recent years, even breaking the British transfer record on numerous occasions.

Moises Caicedo and Enzo Fernández both joined in deals worth over £100m, showcasing the hierarchy’s ambitions of taking the club back to Premier League glory in the years ahead.

Over the summer of 2025, the Blues spent up to £420m on new additions, including add-ons, with Enzo Maresca once again being backed to lead the club up the table.

Numerous of the recent arrivals have hit the ground running in West London, as seen with striker Joao Pedro, who has already netted four goals and laid on three assists this season.

However, the same can’t be said for another player in the first-team squad, with his start to life in the capital being nothing short of a disaster, given his constant setbacks.

Liam Delap’s disastrous start to life at Chelsea

During the summer window, Chelsea secured the £30m signing of striker Liam Delap from Ipswich Town after triggering his relegation release clause in his contract.

The 22-year-old was seen as an exciting addition for the Blues, but his move has failed to take off in recent months, with injuries often plaguing his progress under Maresca.

He suffered a hamstring injury against Fulham back in August that would rule him out of action for two months, before suffering yet another issue just seven games into his return.

Delap was forced off with a shoulder injury against Bournemouth a couple of weeks ago, which is set to rule the Englishman out until the new year at the earliest.

However, despite his fitness issues, the £30m man has often struggled to deliver the goods when fit, as seen by his measly tally of just one goal in his first 11 appearances for the Blues.

His only goal came in the Champions League, but his struggles in the Premier League are there for all to see, with the talisman only posting five shots on target to date.

The Chelsea star who’s already a huge upgrade on Delap

As previously mentioned, fellow striker Pedro has already managed to outperform Delap in the Premier League, with the Brazilian a more effective option to date.

The £55m paid for the 24-year-old already appears to be excellent business, with the former Brighton & Hove Albion star having the platform to reach world-class status under Marcesa’s guidance.

However, the Blues’ recent recruitment has seen them target young talents that can gain experience elsewhere before making the jump into being a first-team regular in West London.

Estevao is a prime example of such a situation, with the teenager staying at homeland club Palmeiras for a period of time before his move to Chelsea to allow him to gain needed senior first-team minutes.

Such a situation has once unfolded in front of the supporters’ very eyes, with striker Emanuel Emgeha one of the latest players to agree to join Maresca’s men.

Back in September, it was confirmed that the Dutch striker would be joining the Blues in the summer of 2026 from sister club Strasbourg on a seven-year contract.

Whilst he may be an unknown name to many, the 22-year-old is an unbelievably talented star who could inject serious quality into the centre-forward department.

When comparing his stats to those of Delap from the ongoing campaign, the soon-to-be Chelsea star has massively dominated the Englishman in numerous key areas.

Emegha, who’s been dubbed one of the “best strikers in Europe” by his assistant boss, has also struggled with injuries this season, but it hasn’t restricted him from thriving in the final third, as seen by his incredible tally of six combined goals and assists in just seven appearances.

Such a tally is way in excess of what Delap has been able to offer, with the Blues’ number nine unable to post a single goal or assist in more outings than the Dutchman.

Away from his goalscoring record, the Strasbourg talent has also achieved more shots on target per 90 – further showcasing his talents within the final third.

He’s also completed more of the passes he’s attempted, with more of his efforts being made into the final third – arguably making him a more creative outlet.

Emgeha’s dominance is also reflected in his higher tally of take-ons completed and better aerial success rate – numbers which make him the perfect all-round option for Maresca.

Newcastle United’s December fixture list is looking extremely busy already.

By the time the action-packed month closes, Eddie Howe’s Toon will have played eight games in all competitions, with Bayer Leverkusen up next for the frantic Magpies in the Champions League.

So far for Howe and Co, it’s been one draw and one win in the hectic month, with the 2-1 win over Burnley secured last time out in the Premier League far more nervy than it needed to be, after the hosts had gifted the ten-man Clarets a penalty right at the death.

Thankfully, no late fightback was on the cards, but with fixture congestion obviously going to become a big issue the more the month goes on, some changes could be on the agenda for the trip to Germany on Wednesday night, whether it’s because of tired legs or an actual drop in performance.

Where Eddie Howe needs to rotate against Leverkusen

With 17 shots tallied up on the Burnley goal throughout, Newcastle, arguably, should have notched up a far more comprehensive win against Scott Parker’s valiant visitors.

Nick Woltemade didn’t cover himself in much glory up top, in this regard, with just 18 touches of the ball passing him by, leading to zero on-target shots being powered at Martin Dubravka’s busy goal.

With Yoane Wissa back and available for selection after a lengthy injury, too, it could well be the perfect time to test out the ex-Brentford striker from the start against Leverkusen, with the German dismissed as having a “sloppy” performance, as per the Daily Mail’s Craig Hope.

He wasn’t the only performer on the pitch that stood out for all the wrong reasons, though, with Jacob Ramsey struggling throughout, next to Bruno Guimaraes, who grabbed another memorable Toon strike.

Sandro Tonali and Joelinton will likely walk back into the midfield spots ahead of Ramsey, who would give up the handball that gifted Zian Flemming a 94th-minute lifeline.

Anthony Elanga also continues to look lost in Newcastle black and white, with just one of his seven dribbles coming off against Burnley, but other Newcastle faces managed to cement their first-team position even more on Saturday afternoon, as this often hit-and-miss attacker continues to turn around his initially underwhelming season.

Newcastle have been very hit and miss so far this season, but with three Premier League victories now from their last four clashes in the tough division, Howe will hope his wobbly team have turned a corner.

Anthony Gordon certainly has, with the ex-Everton winger’s days of drawing blanks in league action this season firmly over, as he has now converted two crucial penalties back-to-back at St. James’ Park.

Without the England international’s ice-cold precision from the spot, the Magpies might well have been staring at two completely different results.

It’s been a very sharp turnaround in fortunes for the 24-year-old, with one analyst claiming that Gordon had entered “Gabriel Obertan territory” earlier in the campaign when he was consistently drawing blanks in the Premier League.

Obertan would only go on to score three goals for the Toon across a difficult 77-game spell, having never lived up to his early hype in England, when on the books of Manchester United.

Thankfully, Gordon now looks to have recaptured his gung-ho best, away from looking passive down the channels, with Howe – come the full-time whistle of the Burnley win – even labelling the Liverpool-born forward as the “best player” on the pitch as his “direct running” ultimately helped Newcastle overcome a stern Clarets battle.

In particular, Howe will hope he sees a lot more from the likes of Yoane Wissa and Anthony Elanga at the BayArena, with both high-profile summer recruits failing to settle so far on Tyneside.

Indeed, it doesn’t make for pretty reading on Ramsey’s end, with the 24-year-old’s general game going down as largely uneventful, until he gave away an unnecessary penalty via a handball, with only one shot, one key pass, and one accurate dribble registered.

With no goals or assists next to his name from 11 clashes, it isn’t the wildest shout to suggest he’s a bigger waste of money than both Wissa and Elanga, with Wissa needing more time to acclimatise, while Elanga at least has two assists to cling onto and showed what a dangerous talent he can be last season..

Moreover, with both Joe Willock and Lewis Miley also at Howe’s disposal in midfield in the reserve ranks, there doesn’t seem to be a long-standing space for the ex-Villa man in his starting XI, as the forgettable number 41 likely just turns into an expensive background figure that can’t be redeemed.

علق سامي هلهل الحكم المساعد المعتزل حديثًا، على تفاصيل إدارة أوسكار رويز للجنة الحكام في الفترة الماضية، موضحًا كواليس استبعاده من إدارة أحد مباريات الأهلي من قبل.

وقال سامي هلهل في تصريحات تلفزيونية عبر قناة أون سبورت: “مستر أوسكار لا يمكن القول إنه بلا خبرة تحكيمية، وهو من المصنّفين في الفيفا، لكن لديه مشكلة إدارية، والمشكلة تكمن في الأشخاص المحيطين به، وكنت أتمنى أن يكونوا أمناء في العرض عليه”.

وواصل: “مباريات الأهلي والزمالك من أكبر المباريات في الوطن العربي، وقد لعبت الأهلي والزمالك أربع مرات، وطبعًا تختلف أول مباراة عن الرابعة، أول مباراة يكون الضغط كبيرًا عليّ، وأي قرار أتخذه يكون محسوبًا”.

وحول التدخلات في التعيينات، أوضح: “مع الأجنبي يكون الأمر صعبًا، لكن ممكن في لجان سابقة، قد لا أستطيع ذكر أسماء، لكن يعتمد الأمر على قوة أو ضعف الشخص وقدرته على مواجهة الضغوط، وإذا كان ضعيفًا فمن الممكن أن يسمح بالتدخلات، وحدث معي هذا من قبل”.

وأكمل: “في مباراة كنت معينًا فيها، وكلّمني أحد أعضاء لجنة الحكام وقال لي أن أعود، وكان طرفها الأهلي، وأعتقد كانت مباراته أمام الداخلية في عام 2016، وسألته لماذا أعود، فرد، (هل صحيح أن مديرك هو المهندس عدلي القيعي؟)، قلت له (أنا أعمل في شركة بترول اسمها بتروسبورت، ومهندس عدلي مديري في العمل، ما المشكلة؟)”.

وأردف: “قال لي بالطبع مشكلة، ولا تذهب للمباراة، وسنقول في الإعلام إنك اعتذرت، أنا والكابتن عدلي لم نأخذ صورة معًا أبدًا، وحكمت للنادي الأهلي بعد أن تغيّر رئيس لجنة الحكام”.
